Mr.James Edward Bassett was arrested for Harassment - 2nd and several counts of Littering after a month long course of conduct of placing a plastic bag of feces in front of 1446 County Road 6 in the Town of Phelps.
Mr. Bassett was observed this morning by the home owner and was followed until he was stopped by the a Sheriffs Deputy on State Route 96 just West of State Route 488.
Mr. Bassett was arrested for the charges and arraigned in Court. Mr. Bassett was committed to the Ontario County Jail in lieu of bail. He will have to appear in Phelps Town Court on a later date to answer the charges.
