On 11/18/12 43 year old Todd M. Davis of Seneca Castle was arrested in. the Town of Phelps for driving while intoxicated. He was involved in a minor property damage accident that occurred in the Town of Manchester and during the investigation of the accident, he was found to be intoxicated. He orally admitted to drinking alcoholic beverages prior to operating his vehicle. He was issued citations and he will appear before the Phelps Town Court at a later date.
