The state of New York had developed a reputation over the years of being too difficult to deal with for small businesses. Governor Andrew Cuomo says he wants to change that stigma. In a news conference Monday morning in Albany, Cuomo endorsed a plan to cut taxes statewide by two billion dollars. Cuomo says problems that have been plaguing the state's economic recovery date back many, many decades.

Cuomo says the state has gone from a 10 million dollar deficit to a two million dollar surplus in three years. The tax cuts would be part of the 2014 to 2015 budget proposal.
