A Seneca County man is facing charges after police say he had sexual contact with a child under the age of 11. On Friday, troopers arrested 49-year-old Ronald Spoor of Waterloo and charged him with Criminal Sexual Act. He was arraigned in Waterloo Town Court and sent to the county jail on $10,000 cash bail.
